You do not have to register a registered UA again. However, if the owner or user has been changed or the registered information has been changed, a change notification will be required.

A registration procedure in the country where you fly it is required depending on the flight regulations of that country.
The flight rules may be prescribed in laws and regulations in each foreign country, so if you consider flying a UA in a foreign country, confirm the latest rules, etc. with a travel agency or the embassy in the country in advance.

Even a UA which another person gave to you has to be registered. A procedure to receive it is necessary. For the procedure, see the operation manual for the transfer of a UA.

An alteration not allowed by the manufacture requires a change notification procedure of the UA information.
Modification (i.e.Large-scale alterations) such as a change of the drive system (e.g. modification from a single-engine aircraft to a twoengine one or from an engine aircraft to an electric one) and change or addition of the control method (e.g. addition of an FPV function or autopilot function), it is necessary to register the UA as an amateurbuilt UA / others of a different type.

A ±10% or more variation of any of the weight, maximum takeoff weight, or size declared in registration requires a change notification procedure of the UA information.

In principle, if the registered information is changed, such as a change in the information (address, name, e-mail address, or phone number) of the owner or user, or an alteration of the UA, etc., a change notification is required.

A flight of a temporarily rented UA does not require a change notification because basically the person who rents a UA is not regarded as the user.

No procedure is required for a repair based on an instruction from the manufacturer of the UA without a change in the UA serial number of the UA. With a change in the UA serial number of the UA, it is necessary to delete the registration and register the UA again.

For example, if the UA is damaged, disassembled, or lost, the registration has to be deleted.

To dispose of the UA, delete the registration. To sell the UA, delete the registration before selling it or perform the procedure to transfer the ownership with the new owner after selling it.

Equipment, which a person cannot ride on because of its structure, can be flown by remote control or autopilot. However, it does not correspond to “UA” if the weight (total of the weights of the main body of the UA and the battery) is less than 100g.

Recreational “radio-controlled aircrafts” which weigh 100g or more are included in the definition of “UA.”

Tethered UAs, which connected to the ground with wires or other tools, are included in the definition of “UA.”

A rubber powered aircraft or a radio-controlled aircraft or multicopter which weighs less than 100g, etc. are classified as “model aircraft,” so the regulations for UAs including registration are not applied.
However, flights around an airport, etc. or at an altitude higher than a certain level require the permission of the Minister of Land, Infrastructure, Transport and Tourism, etc.

Indoor flights do not require registration because the Civil Aeronautics Act is not applicable.

Even UAs registered in a foreign country have to be registered based on the Civil Aeronautics Act if they are to be flown in Japan.

The registration of a new UA and the update of a registered UA requires the payment of the registration application fee.

The registration application fee depends on the application method and the identity verification method in the application. The following shows the details.

If you register multiple UAs at one time, the fee for the second and following UAs will be lower than that for the first one. The following shows the details.

Yes, if he/she can perform the necessary procedures for an application. However, it requires the approval of his/her parent.

If the owner of the UA is changed, you will have to notify the matters related to the change within 15 days after the occurrence of the reason for the change.
Delete the registration and have the transferee register it, or perform the procedure to transfer the ownership with the transferee.

Be sure to register the UA before the flight because prior registration is required.

The registration procedure of a UA requires information such as its UA serial number, so in principle, you cannot register a UA before owning it.

To transfer the ownership, the registered owner has to perform the issuance procedure of a password for transfer, and then contact the new owner and have him/her perform the procedure. For details of the procedure, see the operation manual for the transfer of a UA.

If the former owner has deleted the registration, it will be necessary to register the UA.
If the registration of the former owner is effective, ask the former owner to perform the ownership transfer procedure or the registration deletion procedure.

You cannot request a specific registration ID.

UAs and equipment with types, UA serial numbers, etc. specified by the Minister of Land, Infrastructure, Transport and Tourism in advance considering the occurrence conditions of accidents, the recall information of the manufacturers, etc. For the specific items, see the website of the MLIT.

UAs are considered to be extremely dangerous in the case of a collision with a person or property on the ground: for example, UAs which have any sharp protrusions excluding those necessary for the structure or in which any dangerous items such as an explosive or poison is built excluding the battery and fuel.

For example, UAs which are likely to become uncontrollable due to a bug in the software for flight control or operate against the intention of the pilot due to the extremely low stability of the UA in the design.

The time required for entry depends on the procedure, the preparation condition of the information which has to entered, and the degree of proficiency of the applicant for operations of a PC or smartphone.
The time required for entry is expected to be about 20 minutes in the case of a registration procedure by a person who uses a PC or smartphone on a daily basis with all information which has to be entered prepared in advance.
This time does not include the time required for opening an account.

404 Error (404 Not Found) is displayed if the page does not exist. Access again from the link of Drone/UAS Information Platform System 2.0 on MLIT website.

502 Bad Gateway means that there occurred some problem during the communication with Drone/UAS Information Platform System 2.0 (registration function).

If you renew your registration less than one month before the expiration date of the current registration, the expiration date of the registration will be three years after the day following the current expiration date. You can renew your registration one month or more before the expiration date of the current registration, but in such a case, the expiration date of the registration will be three years after the day when renewing.

The reason for the establishment of the registration system is that while recently UAs have been used increasingly, violations of the Civil Aeronautics Act and accidents occur frequently but measure to investigate their causes and secure safety cannot be taken in some cases because the owners are unknown.
Therefore, we verify identity in order to grasp the owner when a UA is registered.

The registration of a UA with a corporation account does not require any ID of the applying employee. In the application, the identity of the corporation is verified by its gBizID Prime.

The registration requires the information and an ID of the owner of the UA. If the owner of the UA is a minor, get the approval of his/her parent before registration.

Among the assumed flight styles, notify the largest values of the weight, maximum takeoff weight, and size.

After the notification of the payment of the fee, you can pay the fee within one month, but if you cannot pay it within one month, prepare the money for the fee, make an application again, and pay the fee.

There are two types: built-in type, which is installed inside a UA, and external type, which is installed outside a UA, etc. (remote ID product).
No matter which type you use, the product must have been proven to be compatible with the remote ID technical specifications.

There is no difference in functions. Basically, the external type operates with a battery while the built-in type operates with the UA power source.

For the price of a remote ID product, contact the manufacturer of the remote ID product or the UA manufacturer.

In principle, when flying a UA without the remote ID function, it must be equipped with a remote ID product. Though there is no purchaser restriction, purchase a remote ID product before flying a UA.

Even UAs purchased from overseas stores have to be compatible with the domestic remote ID technical specifications when you fly it in Japan.
The website of the Japan Civil Aviation Bureau shows the model information, manufacture names, etc. of the remote ID products proven to be compatible with the remote ID technical specifications, so please confirm it.

In each country, the rules for the installation of a remote ID product, the transmission radio wave, etc. are provided by laws and regulations. When considering flying a UA overseas, confirm the latest rules, etc. with the travel agency or local embassy in advance.

For location information, etc., basically, external remote ID products have built-in GPS.

In Japan, Bluetooth5.x Bluetooth LE Long Range, Wi-Fi Neighbor Awareness Networking, or Wi-Fi Beacon is adopted as the communication method of the remote ID function. For the communication method of the remote ID function, confirm the website of the Japan Civil Aviation Bureau or contact the remote ID product manufacturer.

It does not have to be transmitted at the same time; it is necessary to transmit UA identification information by either communication method.

The registration ID, the UA serial number, the location information/speed/time stamp, and the authentication message are transmitted.

To use a remote ID product for multiple UAs, it is necessary to set the registration information for each UA in the remote ID product every time you fly a different UA.

Even unintentional blocking of INFO, etc. may be regarded as a violation of the Civil Aeronautics Act, so be sure to confirm the soundness of the remote ID function and the installation status of the remote ID product before a flight.

Even if you fly a UA when entering Japan temporarily, you must register the UA and install the remote Id function as long as the UA is applicable to the Civil Aeronautics Act.

It is necessary to install the remote ID function in addition to the display of the registration ID on the UA. If you fly a UA without the remote ID function, it shall be a violation of the obligation to display the registration ID, etc. and the owner shall be subject to penalties.

The settings of the remote ID function can be configured in advance, so it is recommended to configure them in advance.

If there is no change in the registration information or the remote product, it is not necessary to configure the settings every time.

To use a remote ID product for another UA, it is necessary to set the registration information for each UA in the remote ID product.

The purpose of the system for the installation of the remote ID function is not to approve any flight methods such as a flight out of the visual range but to identify each UA.

You can enter the registration information, etc. from a mobile terminal using the app provided by the government or an app which meets the standards set by the government.

If you do not own a smartphone, etc., you will have to write the information in the remote ID function by asking a third party to do it.

With the app provided by the government, models compatible with LongRange of Bluetooth5.x and expanded advertisement, Wi-Fi Neighbor Awareness Networking or Wi-Fi Beacon can receive information transmitted by the remote ID function from a UA.

The functions of the app of the remote ID provided by the government do not vary among the OSs of smartphones.
However, it may not operate properly if the OS installed in the smartphone is not recommended for the app provided by the government.

For the writing of information in the remote ID function, no model is specified as long as the installed OS version is any of the following:

　The original owner need to change or delete the information of the remote ID device registered in Drone/UAS Information Platform System 2.0 (register system).
　Make a contact with the original owner.

Confirm the following checkpoints:
- If you use the built-in type, is the UA turned ON? If you use the external type, is the remote ID product turned ON? Turn on the UA or remote ID product.
- Is the UA equipped with the remote ID function? Confirm whether the UA is equipped with the remote ID function.

Launch the app of the remote ID, transit to the login screen, tap "Click here if you have forgotten your login ID" or "Click here if you have forgotten your password" under the login button, and reset it.

Transit from [Bottom Menu > Other] to the "Other" screen
in the app of remote ID and confirm the version shown at the bottom.

Transit from [Bottom Menu > Other > Settings] to the "Settings" screen
in the app of the remote ID, and select the information you want to display from "Settings for transmitted information display."

to the screen of My UAs, press down “For Registration Request, click here (Drone/UAS Information Platform System 2.0 (registration function))” to register additional UAs.

From the app of the remote ID, transit from "Bottom Menu > My UAs > Further Specification"
to the "Further Specification" screen and tap the "Write Remote ID" or "Delete Remote ID" button to configure the setting.

From the app of the remote ID, you can transit from "Bottom Menu > My UAs > Further Specification"
to the "Further Specification" screen and confirm the detailed information.

You can use the app again with the same account as that of the former terminal.
Install the app of the remote ID from the new smartphone and log in with the login ID and password you have been using.

You can tap the magnifying glass button at the top right of the "My UAs" screen of the app of the remote ID and search UAS by entering a registration number in the textbox.
You can also select the checkboxes of "Remote ID Type" and "Remote ID Status" to execute a conditional search. You can refine your search by combining these functions.

Install the app of the remote ID again and log in with the login ID and password you have been using. You can also confirm the information of My UAs and do other operations without changing your account.

Transfer the remote ID device after deleting the information already written in the remote ID device from DIPS APP, or deleting the remote ID of UA that is already registered from the Drone/UAS Information Platform System 2.0 (registration function).

It is necessary to turn ON Bluetooth and location information in the settings of the smartphone device.
If Bluetooth and location information are OFF, the app will display a confirmation dialog. Turn On the setting according to the displayed information.

It is necessary to turn ON Bluetooth or Wi-Fi, and location information in the settings of the smartphone device.
If Bluetooth or Wi-Fi, and location information are OFF, the app will display a confirmation dialog. Turn On the setting according to the displayed information.
*Bluetooth must be turned on for Bluetooth 5.x Long Range reception, and Wi-Fi must be turned on for Wi-Fi Neighbor Awareness Networking or Wi-Fi Beacon reception.

It may take a few minutes to receive a remote ID information.

As an additional information, please make sure;
- that the smartphone supports the communication technology as same as your remote ID,
- that the smartphone is setup to receive its communication technology.
Please contact the smartphone provider if needing help.

There are below communication technologies of the remote ID standard.
- Bluetooth 5.x Long Range
- Wi-Fi Neighbor Awareness Networking (Wi-Fi NAN)
- Wi-Fi Beacon

If the smartphone does not support any communication technologies of the remote ID, it will not receive the remote ID information.

Though the location information of the smartphone is not used, it may be necessary to turn it ON in order to turn ON Bluetooth depending the nature of the OS such as when you use Android10 or older.

In the app of the remote ID, it is necessary to turn ON the location information in order to turn ON Bluetooth and Wi-Fi.
In addition, it may be necessary to turn it ON in order to turn ON Bluetooth depending the specifications of Android OS such as when you use Android10 or older.
The app of the remote ID does not collect any location information of the smartphone.

It may take about 2 minutes to receive a remote ID information via Wi-Fi Beacon.
Turning off Wi-Fi scan throttling may reduce the waiting time for receiving Wi-Fi beacon.
That item is in [Developer Optins] so it may affect other apps and significantly increase its battery consumption.

If you understand the impact and wish to change the settings, please follow the instructions below.

If you frequently repeat starting and finishing Bluetooth communication in a short time in the app of the remote ID, you may not be able to start reception. After a while, try to write and delete the remote ID again.

The settings for transmitted information display configured by default in the app of the remote ID are as follows. Uncheck them according to the information you want to display:
- Registration ID;
- Remote ID Serial Number;
- UA Type;
- Latitude;
- Longitude;
- Speed;
- Vertical Speed;
- Track Direction;
- time stamp

You can change it in the same way from [Other] - [Settings] -[Push notification settings] in the DIPS APP.

Also, if more than 2 months have passed since your last login to DIPS APP, you will no longer receive push notifications.
Please login to DIPS APP again.
Once you log in, you will be able to receive push notifications again.

If you are using multiple devices, you will receive a push notification for each device.
*If you are using multiple accounts on one device, you will only receive notifications for the last account you logged in with.

The push notification language is set when you log into the DIPS APP.
After changing your device settings, you can change the language of push notifications you receive in the future by logging into the DIPS APP again.

If a read notification is marked as unread, it may be because:

- You are using the DIPS APP on a different device than the one that marked the notification as read.

Read notification information is managed for each app, so if you use DIPS APP on another device or delete the app data, read notification information will be reset.
