Scope of application

Is it necessary to register a rented UA?

Prior registration is required even for a flight of a rented UA.
Contact the rental shop for whether the rented UA has been registered.

Is it necessary to register a leased UA?

Prior registration is required even for a flight of a leased UA.
Contact the lease shop for whether the leased UA has beenregistered.

Is it necessary to re-register a UA purchased and registered by a family member when I use it?

You do not have to register a registered UA again. However, if the owner or user has been changed or the registered information has been changed, a change notification will be required.

Is it necessary to register a UA purchased in Japan when flying it in a foreign country?

A registration procedure in the country where you fly it is required depending on the flight regulations of that country.
The flight rules may be prescribed in laws and regulations in each foreign country, so if you consider flying a UA in a foreign country, confirm the latest rules, etc. with a travel agency or the embassy in the country in advance.

Is it necessary to register a UA which another person gave to me?

Even a UA which another person gave to you has to be registered. A procedure to receive it is necessary. For the procedure, see the operation manual for the transfer of a UA.

Is it necessary to perform the procedure if I alter a manufactured UA after registration?

An alteration not allowed by the manufacture requires a change notification procedure of the UA information.
Modification (i.e.Large-scale alterations) such as a change of the drive system (e.g. modification from a single-engine aircraft to a twoengine one or from an engine aircraft to an electric one) and change or addition of the control method (e.g. addition of an FPV function or autopilot function), it is necessary to register the UA as an amateurbuilt UA / others of a different type.

Is it necessary to perform the procedure if I alter an altered UA or amateur-built UA / others after registration?

A ±10% or more variation of any of the weight, maximum takeoff weight, or size declared in registration requires a change notification procedure of the UA information.
Modification (i.e.Large-scale alterations) such as a change of the drive system (e.g. modification from a single-engine aircraft to a twoengine one or from an engine aircraft to an electric one) and change or addition of the control method (e.g. addition of an FPV function or autopilot function), it is necessary to register the UA as an amateurbuilt UA / others of a different type.

In what cases is a change notification required?

In principle, if the registered information is changed, such as a change in the information (address, name, e-mail address, or phone number) of the owner or user, or an alteration of the UA, etc., a change notification is required.

Is a change notification of the user information required for temporarily lending a UA to another person?

A flight of a temporarily rented UA does not require a change notification because basically the person who rents a UA is not regarded as the user.

Is a change notification required when a UA is repaired?

No procedure is required for a repair based on an instruction from the manufacturer of the UA without a change in the UA serial number of the UA. With a change in the UA serial number of the UA, it is necessary to delete the registration and register the UA again.

In what cases is the deletion of registration required?

For example, if the UA is damaged, disassembled, or lost, the registration has to be deleted.

Is it necessary to delete registration for disposing of or selling a UA?

To dispose of the UA, delete the registration. To sell the UA, delete the registration before selling it or perform the procedure to transfer the ownership with the new owner after selling it.

What does “UA” mean in the Civil Aeronautics Act?

Equipment, which a person cannot ride on because of its structure, can be flown by remote control or autopilot. However, it does not correspond to “UA” if the weight (total of the weights of the main body of the UA and the battery) is less than 100g.

Are recreational “ radio-controlled aircrafts ” included in the definition of “UA”?

Recreational “radio-controlled aircrafts” which weigh 100g or more are included in the definition of “UA.”

Are UAs connected to the ground with wires or other tools included in the definition of “UA”?

Tethered UAs, which connected to the ground with wires or other tools, are included in the definition of “UA.”

Is it allowable to fly a rubber powered aircraft or a radio-controlled aircraft or multicopter which weighs less than 100g freely without regulations?

A rubber powered aircraft or a radio-controlled aircraft or multicopter which weighs less than 100g, etc. are classified as “model aircraft,” so the regulations for UAs including registration are not applied.
However, flights around an airport, etc. or at an altitude higher than a certain level require the permission of the Minister of Land, Infrastructure, Transport and Tourism, etc.

Is it necessary to register UAs to be flown indoor?

Indoor flights do not require registration because the Civil Aeronautics Act is not applicable.

Is it necessary to register a UA registered in a foreign country?

Even UAs registered in a foreign country have to be registered based on the Civil Aeronautics Act if they are to be flown in Japan.

About registration

Is a fee required for registration?

The registration of a new UA and the update of a registered UA requires the payment of the registration application fee.

How much is the fee?

The registration application fee depends on the application method and the identity verification method in the application. The following shows the details.

【Online application】

(1) If an Individual Number Card or gBizID is used for identity verification
 900 yen per UA (890 yen for the second and following UAs for an application of multiple UAs at one time)
(2) If any other method than (1) is used for identity verification
 1450 yen per UA (1050 yen for the second and following UAs for an application of multiple UAs at one time)

【Paper-based application】

 2400 yen per UA (2000 yen for the second and following UAs for an application of multiple UAs at one time)

How much is the fee for registering multiple UAs at one time?

If you register multiple UAs at one time, the fee for the second and following UAs will be lower than that for the first one. The following shows the details.

【Online application】

(1) If an Individual Number Card or gBizID is used for identity verification
 900 yen per UA (890 yen for the second and following UAs for an application of multiple UAs at one time)
(2) If any other method than (1) is used for identity verification

Can a minor register a UA?

Yes, if he/she can perform the necessary procedures for an application. However, it requires the approval of his/her parent.

How should I handle the registration of a UA which I gave to another person?

If the owner of the UA is changed, you will have to notify the matters related to the change within 15 days after the occurrence of the reason for the change.
Delete the registration and have the transferee register it, or perform the procedure to transfer the ownership with the transferee.

By when is it necessary to register a purchase UA?

Be sure to register the UA before the flight because prior registration is required.
It is recommended to register the UA when purchasing it because the registration procedure may take long.

May I register a UA before purchasing it?

The registration procedure of a UA requires information such as its UA serial number, so in principle, you cannot register a UA before owning it.

What is the procedure required for changing the owner?

To transfer the ownership, the registered owner has to perform the issuance procedure of a password for transfer, and then contact the new owner and have him/her perform the procedure. For details of the procedure, see the operation manual for the transfer of a UA.

I purchased a used UA. What is the required procedure?

If the former owner has deleted the registration, it will be necessary to register the UA.
If the registration of the former owner is effective, ask the former owner to perform the ownership transfer procedure or the registration deletion procedure.

May I request a registration ID like a license plate of a car?

You cannot request a specific registration ID.

About UA

What are the UAs and equipment which cannot be registered?

UAs and equipment with types, UA serial numbers, etc. specified by the Minister of Land, Infrastructure, Transport and Tourism in advance considering the occurrence conditions of accidents, the recall information of the manufacturers, etc. For the specific items, see the website of the MLIT.

Where can I confirm the UAs and equipment which cannot be registered?

What are UAs which have significant risk of impairing safety in the event of collision with a person or property on the ground?

UAs are considered to be extremely dangerous in the case of a collision with a person or property on the ground: for example, UAs which have any sharp protrusions excluding those necessary for the structure or in which any dangerous items such as an explosive or poison is built excluding the battery and fuel.

What are UAs whose flights are extremely difficult to control by remote control or autopilot?

For example, UAs which are likely to become uncontrollable due to a bug in the software for flight control or operate against the intention of the pilot due to the extremely low stability of the UA in the design.

About the use of the system

In what cases are the registered e-mail address and phone number used?

Used for notification of registration symbols, notification of renewal periods, and notification of registration procedures and others. Note that email is sent from information@dips-reg.mlit.go.jp, and text messages are sent from DIPS-REG. Set your device so that these can be received.

What can I do with the DIPS-REG?

You can apply for and manage the owner information, UA information, and user information of a UA. To fly a UA with a weight of 100g or more, prior registration is required.

Where should I call?

Can I view and use the DIPS-REG in any other languages than Japanese and English?

You cannot view or use it in any other languages than Japanese and English.

What considerations are made in the DIPS-REG for elderly people and visually impaired people?

I have no e-mail address. Is it required?

An e-mail address is required. Prepare an e-mail address using an email service of your mobile phone or another site.

Is it necessary to log in to Mynaportal?

You can use it without logging in to Mynaportal.

When is the DIPS-REG available?

You can use it 24 hours a day excluding irregular maintenance time.

Can I use the DIPS-REG from other countries than Japan?

Yes.

Are those who can use the DIPS-REG limited?

Anyone who has agreed to the terms of use, etc. and has opened an account can use it.

I am a foreigner in Japan. Is the DIPS-REG available for foreigners?

Yes.

Is the DIPS-REG available for minors?

Yes. However, it requires the approval of a parent of the minor.

I do not speak Japanese. (Are other languages than Japanese available?)

The language of this system can be changed to English. You can view and use by clicking [English] on Drone/UAS Information Platform System 2.0 and logging in to Drone/UAS Information Platform System 2.0 (registration function).

The screen display has change while I was working on another task. Does this mean that I cannot use it?

You will be logged out of Drone/UAS Information Platform System 2.0 (registration function) after being inactive for a while. Log in again to operate on it.

I have no PC or smartphone. Can I make an application?

You can perform the paper-based procedure. For details of the procedure, see the website of the JCAB of the MLIT.

How long does entry take?

The time required for entry depends on the procedure, the preparation condition of the information which has to entered, and the degree of proficiency of the applicant for operations of a PC or smartphone.
The time required for entry is expected to be about 20 minutes in the case of a registration procedure by a person who uses a PC or smartphone on a daily basis with all information which has to be entered prepared in advance.
This time does not include the time required for opening an account.

404 page is displayed

404 Error (404 Not Found) is displayed if the page does not exist. Access again from the link of Drone/UAS Information Platform System 2.0 on MLIT website.
If 404 page still appears, it may be because of a system failure. Try again later.

502 Bad Gateway page is displayed

502 Bad Gateway means that there occurred some problem during the communication with Drone/UAS Information Platform System 2.0 (registration function).
It could be because Drone/UAS Information Platform System 2.0 is temporarily down or an error is causing the problem. Try again later.

Can I use browser "Back" button?

In the DIPS-REG, if you use browser "Back" button, you cannot continue viewing the screen properly.Please be sure to use the buttons displayed on the screen.("Back" button, "Next" button, etc.)

Operating environment

When is the operating environment of the DIPS-REG?

It is explained on the page of the operating environment. Check the page of the operating environment.

Which OSs and browsers for PCs are supported?

The supported OSs are Windows and MacOS and the supported browsers are Edge, Chrome, and Safari. For details, see the page of the operating environment.

Can I use a smartphone? Which OSs and browsers for smartphones are supported?

The supported smartphone OSs are Android and iOS (iPhone); Their supported browsers are Chrome and Safari, respectively. For details, see the page of the operating environment.

What should I do if my smartphone does not meet the requirements of the operating environment?

Prepare a smartphone or PC which meets the requirements of the operating environment.

Are Chromebook, iPad, tablets, and flip phones supported?

You can use a tablet with Android or iOS (iPad).

Android and iPadOS (iPad) tablets are supported.
Chromebook and iPad with iPadOS are not guaranteed to operate. Individual Number Card authentication is not supported.

Feature phones (flip phones) are not supported.

What is the IC card reader/writer?

The IC card reader/writer is a device required for reading information recorded in an Individual Number card. It is connected to a PC when used.

Which IC card readers/writers are supported?

For IC card readers/writers which supports the Individual Number Card, check “List of IC Card Readers/Writers Which Support Individual Number Card” on the portal site of the Japanese Public Key Infrastructure (JPKI) portal site disclosed by Japan Agency for Local Authority Information Systems (J-LIS).

How should the IC card reader/writer be set up?

Contact the dealer or distributor of your purchased IC card reader/writer.

Is there any purchase subsidiary for the IC card reader/writer?

No.

What is required for reading a 2D barcode?

A smartphone is required.

Do I need an Individual Number Card in logging in to Drone/UAS Information Platform System 2.0 (registration function)?

No, you don’t.

Can I automatically log in to Drone/UAS Information Platform System 2.0 (registration function) with an Individual Number Card?

No, you can’t. You need a log in ID issued when you created your account and a password you set.

Can I log in with my DIPS (Drone/UAS Information Platform System) account I created before?

Can I log in with ASIMS account?

When an individual register an account for business, which account should I register, individual or corporation?

If the owner of the UA to be registered is an individual and a corporation, open individual and corporation accounts, respectively.

Is there any difference between an individual account and a corporation one?

The items which have to be entered when opening an account or registering a UA are different.

About the application procedure

Application procedure

Is there any paperwork I need to prepare beforehand?

You are required to prepare paperwork to verify the identity of applier when using Drone/UAS Information Platform System 2.0 (registration function) to go through procedures. You are required to prepare a specific document form and paperwork to verify the identity of applier when going through the procedure on writing. For details, see the website of the MLIT.

Is a seal required?

Not required.

Is it necessary to register the same address as that on the certificate of residence?

They have to be the same.

How long does it take to issue a registration ID after the completion of the application procedure?

Though it depends on the application status, you will have:

  • - A notification of the payment of the fee within one to five working days after the completion of the application procedure;
  • - An issued registration ID within one to five working days after the payment of the fee.

Perform the procedure well in advance assuming the above period.

Can I confirm the application status?

You can confirm the application status. For the confirmation procedure, see the operation manual.

Can I correct/drop the application contents?

You cannot directly correct the contents in the middle of an application, but you can cancel/drop an application, correct the application contents, and reapply. For the procedures to cancel/drop an application and to reapply, see the operation manual.

Can I register my owned UAs at one time?

You can register multiple UAs at one time. However, you can register up to 20 units in the case of an online application.

May I perform the procedure on behalf of the applicant?

An agent can perform the procedure. In such a case, the person who requests the agent to perform the procedure shall set the agent.

What is required for registration (information)? (What is the information required for registration?)

It requires an ID, UA information, owner information, user information, etc. For the items (information) required for each procedure, see the operation manual.

Who do the owner and user mean?

The owner means the person who owns a UA and the user does the person who is responsible for the use of the UA.

In case of leasing, who are the owner and user?

In the case of leasing, basically the owner is the leasing company and the user the leased company.

In case of rental, who are the owner and user?

In the case of temporary rental, basically the person who rents the UA is not the user but both the owner and user are the rental company as with a rental car, etc.

For a UA owned by a corporation, is it necessary to register the staff of the corporation as the user?

In the case of a UA owned by a corporation, basically the corporation is considered to be responsible for the use, so register the corporation as the user. In doing so, it is necessary to register the staff of the corporation as the person in charge.

Who has to be registered among the persons in charge of the corporation?

Register a phone number and e-mail address with which we can directly contact the person in charge who grasps the actual conditions of the use of the registered UA.

Is it allowable for any other person than the owner to perform the registration procedure?

An agent can perform the procedure. For details, see the operating manual.

From when can I apply for registration update?

If you renew your registration less than one month before the expiration date of the current registration, the expiration date of the registration will be three years after the day following the current expiration date. You can renew your registration one month or more before the expiration date of the current registration, but in such a case, the expiration date of the registration will be three years after the day when renewing.

My registration has been expired. What is the required procedure?

If the registration is expired, it will be deleted, so it will be necessary to register the UA again. In this case, the registration ID will be changed.

Can I update registration and change registration contents at the same time?

Yes. Enter the changed information when applying for the renewal of the registration.

Can I re-register a UA whose registration has been deleted?

You can re-register a UA whose registration has been deleted, but in such a case, a new registration ID will be issued.

E-mails won’t reach me.

Depending on the carrier settings etc., e-mails from Drone/UAS Information Platform System 2.0 (registration function) may fail to reach you. Check the carrier settings etc., configure your email settings so you can receive e-mail from “information@dips-reg.mlit.go.jp”.

A text message is not received.

If you do not receive a text message, the following situations can be considered. Check your device.
• Your device is incompatible with SMS
• Telephone number of land line
• Overseas phone number
• Your mobile device settings are blocking SMS
• Your carrier is blocking SMS
• Your mobile phone is in a location where it cannot receive radio waves and it cannot be reached

You don't have a phone number that can receive text messages. Can you apply for one?

Can be used.
Text messages are a supplementary function to email, so you can proceed with your application if you can receive emails.

Verify the identity

When mailing an ID in written form, who bear the postage fee?

We are very sorry, but the applicant shall bear the postage fee.

When mailing an ID in written form, may I send it by courier?

Consult the courier company.

What kinds of IDs are acceptable?

You can use your Individual Number card, driver’s license, etc. For details, see the website of the JCAB of the MLIT.

I have no Individual Number Card. Can I use the system?

You can use other IDs. For details, see the website of the JCAB of the MLIT.

How can I get a gBizID Prime account?

How can I set a gBizID Member account?

I have a gBizID entry account. Is it supported?

To use a gBizID account, it is necessary to get a gBizID Prime account. For how to get it, see the website of the Digital Agency.

Why is the identity verified?

The reason for the establishment of the registration system is that while recently UAs have been used increasingly, violations of the Civil Aeronautics Act and accidents occur frequently but measure to investigate their causes and secure safety cannot be taken in some cases because the owners are unknown.
Therefore, we verify identity in order to grasp the owner when a UA is registered.

Is an ID of the user also required?

No ID of the user is required.

I will register a UA owned by a company. Is an ID of the applying employee required?

The registration of a UA with a corporation account does not require any ID of the applying employee. In the application, the identity of the corporation is verified by its gBizID Prime.

My child has a UA but no ID. May I register it as a parent’s possession?

The registration requires the information and an ID of the owner of the UA. If the owner of the UA is a minor, get the approval of his/her parent before registration.

I have none of the listed IDs. May I register a UA?

No.

What is the ID?

Driver’s license or passport for identity verification by facial recognition with a driver’s license or passport, and a copy of a certificate of residence, Individual Number Card, driver’s license, health insurance card, etc. For identity verification by mailing an ID. For details, see the website of the MLIT.

For identity verification with a passport, what is a document which shows the address?

ID which shows the address: for example, a copy of the certificate of residence or health insurance card, or international driver's license. For details, see the website of the MLIT.

Is an expired or returned driver’s license usable for identify verification?

The driver’s license must have been issued by the Public Safety Commission and have not been expired.

Is an Individual Number Card without digital certification usable for identify verification?

No.

do not want to show my Individual Number. Is it required?

Registration does not require your Individual Number. Mask your Individual Number when using your Individual Number Card as your ID for a paper-based application.

How is the identity verified?

For an application by an individual, identity is verified by authentication with an Individual Number Card, facial authentication of a driver’s license/passport, mailing of an ID, etc.
For an application by a corporation, identity is verified by authentication of gBizID, mailing of an ID, etc.

I cannot verity the identify using eKYC? What should I do?

Note the following matters and shoot a photo again:

  • - Whether the document comes out big in the frame;
  • - Whether the document is not inclined against the square frame;
  • - Whether there is no reflection of light or blurring;
  • - Whether nothing other than the document comes out in the frame

I have no smartphone. Can I use eKYC?

You cannot use eKYC without a smartphone.

I do not understand how to use Mynaportal AP.

Is it necessary to submit an ID of the user?

It is not necessary to submit an ID of the user, but register the correct information under the responsibility of the owner.

UA registration

I cannot select the purchased UA as a manufactured UA. How can I register it?

Change the category into “Amateur-built UA / Others” and continue the entry.

No relevant UA is found.

If there is no applicable UA option in the pull-down list of “UA manufacturer names” and “UA models” on the “Enter the UA information” page, change the category into “Amateur-built UA / Others” and continue the entry.

What are the manufactured UA, altered UA, and amateur-built UA / others?

The manufactured UA means UAs whose information have been submitted from the manufacturers to the JCAB of the MLIT, the altered UA means UAs which have been altered in a way not permitted by the manufacturers, and the amateur-built UA / others means any other UAs.

I do not know the UA manufacturer name, the UA model, and the UA serial number.

For manufactured UA /altered UA, contact the manufacturer. For amateur-built UA / others, set a value of 20 or less one-byte alphanumeric characters by yourself.

I do not know whether the alteration is allowed by the manufacturer.

The extent of permitted alterations depends on the manufacture and type, so contact the manufacturer.

If the weight, the maximum takeoff weight, and the size depend on the flight style, how should I make an application?

Among the assumed flight styles, notify the largest values of the weight, maximum takeoff weight, and size.

About fee payment

About the payment

I cannot pay the fee right now. May I pay the fee later?

After the notification of the payment of the fee, you can pay the fee within one month, but if you cannot pay it within one month, prepare the money for the fee, make an application again, and pay the fee.

How may I pay the fee?

You can pay the fee with a credit card or an ATM compatible with Pay-easy or by online banking compatible with Pay-easy. However, if you select identify verification by mailing, you cannot pay the fee with a credit card.

May I pay the fee with revenue stamps?

No. Pay the fee using a credit card, ATM, or online banking.

May I pay the fee by account transfer as with payment of tax?

No. Pay the fee using a credit card, ATM, or online banking.

By when is it necessary to pay the fee?

The fee payment deadline is shown in the notification e-mail “Subject: [DIPS-REG] Notification of application reception and fee payment” from the administrative office. Check this e-mail because it also shows the payment number required for the payment of the fee.
For those who mailed an ID or agents of applications, we mail a document describing the fee payment method, payment deadline, and payment number to the address of the owner. (Subject: [DIPS-REG] Notification of fee payment) Check this mail.

Payment method using ATM

What is Pay-easy?

Pay-easy is a service with which you can pay taxes, utility charges, and other charges with a PC, smartphone, mobile phone, or ATM without waiting at a counter of a financial institution or the checkout of a convenience store. See the official website of Pay-easy.

Which ATMs are supported?

See “Find financial institutions where you can make payments with ATM” on the “Financial institutions where Pay-easy is available” page.
The types of charges you can pay, the available service hours, etc. Depend on each financial institution. For details, contact each financial institution.

Does the payment require any charge?

The payment requires no charge.

May I pay the fee with an ATM of a convenience store?

No. You cannot pay the fee with a shared ATM installed in a convenience store, so use an ATM installed at a financial institution. You can use an ATM of a financial institution installed in a convenience store (e.g. JP Bank’s at a FamilyMart store).

Though the location information of the smartphone is not used, it may be necessary to turn it ON in order to turn ON Bluetooth depending the nature of the OS such as when you use Android10 or older.

I use an Android terminal. The app of the remote ID must not use the location information of the smartphone, but the actual setting requires me to turn ON the location information. Why?

In the app of the remote ID, it is necessary to turn ON the location information in order to turn ON Bluetooth and Wi-Fi.
